Advancing Sustainable Ocean Governance in Africa - Note by the secretariat

The purpose of this note is to provide a comprehensive outlook on strengthening sustainable ocean governance in Africa. It underscores the African Ocean Governance Strategy and its implementation plan both of which have been validated by African Union Member States and key stakeholders. The note also outlines Africa’s proposed engagement in the global ocean discourse, including negotiations under the Agreement on Biodiversity Beyond National Jurisdiction and preparations for the United Nations Ocean Conferences. This paper seeks to secure endorsement and operationalization of the Strategy and to position Africa as a policy leader in the international ocean arena in line with Agenda 2063 and SDG 14.
