Abstract

This manual provides practical guidance for sustainable reconstruction in disaster-affected settings, with a primary focus on the rebuilding of permanent housing during the reconstruction phase. It addresses the challenges created by urgent shelter needs after disasters and outlines key considerations for planning, design, construction, and project implementation. The document presents guidance on risk reduction, site selection, building design, construction technologies, materials, procurement, and repair or retrofitting of damaged structures. It also discusses institutional roles, community participation, and coordination among authorities and implementing organisations. The scope concentrates on the physical aspects of rebuilding while recognising links with community rehabilitation and livelihoods recovery, and it offers structured procedures to support safer, environmentally responsible reconstruction practices.
