Terminal Evaluation of the UNEP/GEF Project “Delivering the Transition to Energy Efficient Lighting” (GEF ID 5299) (2016-2024)

This report presents the Terminal Evaluation of the UNEP/GEF project "Delivering the Transition to Energy Efficient," implemented between 2016 and 2024. The project aimed to accelerate Bolivia's shift to energy-efficient lighting technologies, such as LEDs, to reduce electricity demand, lower greenhouse gas emissions, and promote sustainable energy practices. The evaluation assesses the project’s performance against key criteria, including strategic relevance, effectiveness, efficiency, and sustainability, while identifying achieved outcomes and potential long-term impacts. It serves dual purposes: (i) providing accountability for results and (ii) fostering organizational learning and knowledge sharing among UNEP, GEF, and Bolivian stakeholders to inform future energy efficiency initiatives.
