COBSEA collaborative action framework on nutrients management

This document presents a regionally coordinated strategy adopted by the Coordinating Body on the Seas of East Asia to address nutrient pollution affecting marine and coastal ecosystems. It outlines a collaborative framework focused on reducing the impacts of excessive nutrient emissions—particularly from agriculture, untreated sewage, aquaculture, and groundwater discharge—using a science-based, source-to-sea approach. The framework supports COBSEA member states in strengthening national strategies, policies, and pilot initiatives that reduce eutrophication, hypoxia, and nutrient runoff. Emphasizing watershed-scale planning and cross-sectoral cooperation, the document promotes integration of local knowledge, stakeholder engagement, and alignment with global goals such as the SDGs, UNEA resolutions, and the Kunming-Montreal Global Biodiversity Framework. Key principles include balancing ecological, social, and economic considerations and tailoring solutions to national contexts.
