Abstract

The present report represents a milestone as it is the fifth report of its kind in a series initiated in 1982. Up to that time, it had been the practice to issue at each session of the Governing Council numerous documents reporting on various aspects of UNEP's activities-programme performance, implementation of the Fund programme, co-operation with non-governmental organizations, management of trust funds, administrative and budgetary matters, and so forth. But these documents, issued in response to requests from the Governing Council, the Economic and Social Council and the General Assembly itself, somehow failed to give a single and unified picture of what UNEP was, what it did, and how it worked. To rectify this failing, it was decided to amalgamate all the "reporting" documents, fit them into a coherent framework, and issue one single authoritative document, the Annual Report of the Executive Director.
