Abstract
This terminal evaluation report examines the first phase of a global project implemented to support developing countries in identifying and prioritizing climate-related technology needs. The document assesses the project’s relevance, effectiveness, efficiency, and early outcomes after completion, within the context of international commitments on technology transfer under the climate change convention. It covers activities carried out in thirty-six participating countries and focuses on processes used to identify priority mitigation and adaptation technologies and related action plans. The evaluation applies mixed qualitative and quantitative methods, including document review, surveys, interviews, and selected country visits. It finds that the project largely delivered its planned outputs, strengthened national capacities, and produced technology assessments and action plans intended to inform national planning and international support.
