Abstract

This document presents Brazil’s comments to inform INC-2 on a legally binding instrument to end plastic pollution, emphasizing coverage of the full plastics lifecycle and associated hazardous additives. It outlines potential obligations and measures across raw materials, production, consumption patterns, alternatives, trade, waste management, microplastics assessment, minimum recycled content, and regulation, with any production restrictions paired with phase-out and just transition schemes. It stresses that ambitious obligations require commensurate means of implementation for developing countries, highlights data gaps for effectiveness assessment, and calls for financial and technical support for inventories and reporting.
