Abstract

This handbook provides comprehensive guidance for negotiators involved in multilateral environmental agreements by explaining the legal, institutional and procedural foundations of international environmental negotiations. It describes the structure and operation of agreements, negotiation processes, rules of procedure, drafting practices, decision-making, institutional arrangements and the roles of participants. The handbook examines cross-cutting governance issues, emerging trends, and practical negotiation strategies, supported by examples from major environmental agreements and negotiation processes. It also includes reference material on international bodies, selected agreements, key declarations, sustainable development goals and a glossary of negotiation terminology. The content is intended to strengthen negotiation capacity by combining legal, procedural and practical guidance for both new and experienced negotiators.
