Abstract

This policy brief presents lessons from Poverty-Environment Initiative and Poverty-Environment Action experience on integrating environment, climate and poverty reduction into decision-making. It identifies fragmented institutional structures, outdated information flows, limited trust, gender inequality and insufficient capacity as constraints to effective integration. It emphasises building trust, addressing gender and inequality, creating space and capacity for integrated approaches, and working through existing national policy and decision-making processes. Drawing on this experience and complementary evidence, the brief proposes an organising framework structured around the decision-making cycle of planning, budgeting, investing, executing, monitoring, review and dialogue. It explains how progress at one stage can reinforce integration and results at other stages, and introduces the Poverty-Environment Action Handbook for detailed practical guidance.
