Active Transport and Road Safety for Children: Final Report

This report documents a legislative study examining the relationship between active transport and road safety for children in Brazil, based on analysis of federal and municipal laws in cities with more than 250,000 inhabitants, relevant bills, and judicial decisions from selected state courts. It assesses the adequacy of existing legal frameworks, including the Constitution, the Child and Adolescent Statute and the Brazilian Traffic Code, and identifies regulatory gaps affecting children who walk or cycle. The study finds that road safety is not explicitly recognised as a fundamental child right and that legislation remains outdated, reactive and insufficiently preventive. It outlines structural weaknesses in speed regulation, traffic education, accessibility and accountability, and proposes legal and institutional reforms to prioritise safe active mobility for children.
