Abstract

This programme document outlines a multi-donor initiative designed to transition six Eastern Partnership countries toward a green economy by decoupling economic growth from environmental degradation. Spanning from 2013 to 2016, the programme establishes a framework for mainstreaming sustainable consumption and production into national development plans and legislation. The scope encompasses three primary components: governance and financing tools, strategic environmental assessments, and demonstration projects in sectors such as manufacturing and agriculture. Methodologically, the work involves policy reform, professional capacity building, and technical support for resource-efficient production. Key findings indicate that while institutional progress exists, a more strategic approach is required to overcome weak administrative capacities and better integrate environmental objectives with sectoral policies and market incentives.
