Abstract

This submission document presents the position of the Republic of Serbia regarding operating principles for the work of a science–policy panel addressing chemicals, waste and pollution prevention. It responds to a request from the secretariat of an open-ended working group that invited written inputs from governments and stakeholders to inform future discussions on the panel’s institutional framework. The submission identifies preferred placements of several principles within operating principles, rules of procedure, and guidelines, emphasising credibility, inclusivity, transparency and cost effectiveness. It highlights the importance of rigorous science, independence, disciplinary balance, and geographical and gender representation. The document states that the panel should assess scientific, technical and socio-economic information objectively and transparently to support policy-relevant understanding of risks to human health and the environment.
