Promoting Efficient Public Transportation in Ghana

This document outlines Ghana’s urban mobility problems - congestion, inadequate infrastructure, unsafe road behavior, and vehicle-related air pollution - and specifies a public‐transport–led remedy centered on Greater Accra. It frames a policy target of 80% of urban trips by mass transit and details roles for government, operators, and financiers, culminating in the creation of the Greater Accra Passenger Transport Executive (GAPTE) to plan, regulate, and manage services. It presents a 2020 network vision with bus-priority corridors, dedicated stops, terminals, depots, and integrated operations: scheduled large buses on Quality Bus Corridors, higher-quality tro-tro and taxi feeders, common ticketing, and ITS.
