Toolkit for Identification and Quantification of Mercury Releases: Guideline for Inventory Level 1

This document provides operational guidance to develop a national inventory of mercury inputs and releases at Inventory Level 1 using a companion Excel spreadsheet and default input and output distribution factors grounded in the mass-balance principle. It sets out ten steps spanning energy, metals and raw materials, intentional industrial uses, waste treatment, general product consumption, crematoria, unquantified sources, reporting, and optional refinement to Level 2. It specifies data requirements, units, and options to include mercury controls, while noting simplifications and uncertainties in Level 1 estimates.
