Abstract

This manual provides a structured training framework on planning and management of marine protected areas, prepared by the United Nations Environment Programme Caribbean Environment Programme Regional Coordinating Unit under the Regional Programme on Specially Protected Areas and Wildlife as part of a training of trainers initiative to equip managers with skills to train others at local level. It outlines the context of conflicts between conservation and development, emphasising participatory and transparent decision-making. The scope includes stakeholder identification, analysis, and engagement, supported by assessment methods and planning tools such as zoning and monitoring. It presents iterative planning and management processes and finds that participatory approaches improve outcomes, despite institutional and resource constraints.
