Abstract
This submission responds to the Open-ended Working Group’s request for views on operating principles for a new science-policy panel on chemicals, waste and pollution prevention. It outlines Canada’s support for principles already identified under UNEA resolution 5/8 and stresses that these must be operationalized through detailed rules, policies and guidelines. The document elaborates on credibility, relevance and legitimacy, emphasizing conflict-of-interest management, inclusiveness, indigenous and local knowledge, health sector engagement and accessible outputs. It also proposes cross-cutting principles on coordination, consensus, respect, innovation, urgency, youth involvement, precaution and holistic treatment of chemicals, waste and pollution as interconnected issues at all levels.
