Abstract
This report outlines the strategic design for a coastal ocean observation framework intended to support the development of an integrated and sustained observing system for marine and coastal environments. It describes the scientific and operational context of growing pressures on coastal ecosystems arising from climate variability, natural hazards, and human activities. The document defines the scope, objectives, and structure of a coordinated observation system designed to improve the detection and prediction of environmental change in coastal and estuarine ecosystems. It explains the roles of sustained monitoring, modelling, and data management in supporting adaptive management, environmental protection, public health, and marine resource sustainability. The report also discusses technological requirements, data exchange mechanisms, and collaboration with research programmes to generate reliable information for decision making.
