Abstract
This document presents a draft African climate change strategy providing strategic guidance for the African Union, regional economic communities, member states, and stakeholders. It frames climate change as a defining development challenge for Africa, with low adaptive capacity and escalating impacts across social, economic, and environmental systems. It states a purpose of enabling integrated, coordinated action to improve livelihoods, support sustainable development, and reduce poverty, prioritizing vulnerable groups. It sets an overall objective of achieving climate-smart socio-economic development within a 20-year scope (2015–2035), reviewed every five years. It organizes actions under four thematic pillars, supported by goals, an implementation matrix, means of implementation, and monitoring and reporting.
