Abstract

This document outlines a strategy to promote resource efficiency, reduce environmental impact and support sustainable development through a circular economy. It was approved by the Prime Minister with Decision No. 889/QD-TTg (24 June 2020) and contains general and sector-specific targets, including legal and policy reforms, eco-design standards, green public procurement and the promotion of environmentally friendly products and technologies. The plan aims to reduce material and energy consumption in key industries, promote sustainable distribution, environmental labelling, education and consumer awareness. By 2030, 100% of provinces and centrally administered cities should organise communication on sustainable lifestyles and consumption, 90% should develop corresponding action plans or integrate sustainable consumption and production (SCP) into local policies and 100% of supermarkets and commercial centers are to use environmentally friendly packaging instead of non-degradable single-use plastic. The plan includes measures in 15 thematic areas from sustainable design and eco-labelling to green financing and international cooperation with clearly defined responsibilities for ministries, local governments and other stakeholders.
