Monitoring, Evaluation and Learning Strategy and Action Plan

This strategy establishes the objectives for monitoring, evaluation and learning across the Special Programme. It aims to integrate evidence-based monitoring, evaluation and learning into programme and project cycles, provide consistent information to stakeholders, capture and share knowledge internally and externally, strengthen the capacity of programme implementers to apply monitoring, evaluation and learning throughout project design and implementation, and guide annual narrative and financial reporting. The strategy also supports the Secretariat in systematically monitoring operational progress, technical results and strategic achievements through consistent reporting and data provided by projects implemented in beneficiary countries.
