This document provides a draft outline for the 2019 United Nations Environment Assembly ministerial outcome, to be discussed at the September 2018 joint retreat in Tallinn. It sets a vision on partnerships for innovative solutions and sustainable consumption and production, informed by Global Environment Outlook 6 and an International Resource Panel report. It proposes priorities on environmental data transparency and digital monitoring, resource efficiency and circular economy measures, and engagement of civil society, citizens, and academia.
