One UN Common Approach to Early Warning for Environment: Co-Creation of a Strategy for Early Warning for Environment (EWE)

This document outlines a UN-wide approach to Early Warning for Environment that complements Early Warnings for All by addressing the triple planetary crisis of climate change, pollution and waste, and nature and biodiversity loss, including cascading risks and SDG implications. It sets principles of country ownership, prioritization of vulnerable developing states, holistic risk coverage, and a clear division of labor to build national early warning systems. A digital architecture is proposed with a global hub and regional/thematic hubs supporting national platforms, leveraging existing data capabilities and advanced technologies. Member states are asked to secure five enablers: awareness and demand, policy and legislation, institutional capacities, technology and infrastructure, and finance. Milestones target a global hub and pilots by 2025, regional systems by 2027, and broad service coverage by 2030–2035.
