dc.descriptionThis report is intended to motivate concerted efforts by governments, industries and citizens to reduce emissions from the private car sector. The contents of this report are structured as follows: Section 2 defines the problem and highlights automobile use as major contributor to CO2 emissions. Section 3 then explores the policy failures that influence a continued increase in automobile use. Section 4 provides an overview of the cases in the Appendix that review and analyse the numerous ongoing public policies and actions aimed at reducing CO2 emissions. Section 5 briefly pulls together the major ingredients for improving infrastructure design and the actions taken to motivate and sustain changes. Some concluding observations are found in Section 6.en
