It recalls earlier decisions and reports, highlights slow implementation and limited resources, and situates the Convention within wastes and development agendas. It reaffirms commitments to ban hazardous waste imports into Africa, control transboundary movements, and strengthen national measures. It accepts Mali’s offer to host a permanent secretariat, requests a roadmap and UNEP support, calls for contributions and fundraising, urges designation of focal points and experts, and decides to convene an extraordinary meeting in 2019 and a third session in 2020.en
