Validated Terminal Review of the UNEP-GEF Project ‘Malawi Climate Transparency Framework’ (GEF ID 10149) 2021-2024

This report is a management-led Terminal Review of a UNEP/ Environmental Affairs Department (EAD) - Ministry of Natural Resources and Climate Change project implemented between 2021 and 2025. The project's overall development goal was to strengthen the capacity of institutions in Malawi and set up an information system to fulfill the enhanced Transparency requirements of the Paris Agreement. The review sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, the Donor1 and the relevant agencies of the project participating countries.
