Abstract

This guide provides policymakers with a comprehensive framework to integrate cooling strategies and actions into Nationally Determined Contributions (NDCs), aligning mitigation and adaptation efforts to meet the Paris Agreement’s goals. Addressing the dual challenge of reducing greenhouse gas (GHG) emissions from cooling systems while expanding equitable access to life-saving cooling services. Structured around a six-stage methodology, the guide supports countries in defining baselines, setting sector-specific targets, and establishing robust monitoring, reporting, and verification (MRV) systems. It emphasizes the cooling sector’s cross-cutting role in advancing public health, food security, urban resilience, and economic productivity, while underscoring alignment with international commitments like the Kigali Amendment and the Global Cooling Pledge.
