"Draft Outline Document for the Ministerial Outcome Document of the 2019 UN Environment Assembly”

This document outlines the basis for developing a ministerial declaration for the 2021 UN Environment Assembly, compiled from member state inputs for discussion at a joint Bureaux meeting on 9–10 June 2020. It centers on the theme “Strengthening Actions for Nature to Achieve the Sustainable Development Goals,” asserting that urgent, transformative measures are needed to halt biodiversity loss, strengthen resilience after COVID-19, and implement Agenda 2030 and the Addis Ababa Action Agenda through robust multilateral cooperation. Grounded in IPBES assessments, it identifies three focus areas: a nature-positive green recovery; holistic protection and restoration of ecosystems—including nature-based solutions, enhanced synergy across environmental agreements, and support for the post-2020 global biodiversity framework and the Paris Agreement; and advancing sustainable food systems to meet rising demand while reducing environmental impacts, leveraging initiatives such as the UN Decade of Ecosystem Restoration and the UNCCD framework.
