Abstract

This white paper outlines the rationale, framework, and initial implementation priorities of the Extended Producer Responsibility law in the Philippines, enacted as Republic Act 11898 to strengthen the Ecological Solid Waste Management Act of 2000. It situates the law within escalating global and national plastic pollution, highlighting low recycling rates, high leakage, and systemic gaps in collection, infrastructure, and enforcement. Drawing on multi-sectoral workshops, it defines roles for producer responsibility organisations, obliged enterprises, government agencies, local authorities, and the informal waste sector. The document details proposed monitoring mechanisms, recovery targets, eco-modulated fee structures, labelling standards, investment needs, research priorities, and registry systems to operationalise a circular economy approach to plastic packaging management.
