Agenda Item 4.5: Draft Guidance to Member States on Submission of Resolutions to the Fourth Session of the UN Environment Assembly

This document provides guidance for Member States submitting resolutions to the fourth session of the United Nations Environment Assembly in March 2019. It sets deadlines for notifying intent with a concept note and for submitting resolutions, and urges short texts with fewer preambular paragraphs. It lists information to include in a concept note or section: rationale, policy options, links to the theme, added value; relationships to the programme of work, budget, other UNEA resolutions, UN initiatives; financial implications; addressees; and expected short- and long-term impacts.
