It comments on the placement of principles within operating guidelines, rules of procedure, or other instruments, addressing issues such as scientific integrity, transparency, inclusivity, coordination, and cost-effectiveness. The submission highlights precautionary and polluter-pays approaches, supports majority voting, and stresses the need for accessible outputs, information sharing, and capacity support for developing countries.
