It defines obligations for contracting parties to prevent, reduce, and control marine pollution from various sources, including ships, land-based activities, dumping, and atmospheric pollution. The document sets provisions for environmental impact assessment, scientific cooperation, emergency response, institutional arrangements, reporting, compliance, and dispute settlement. It designates the United Nations Environment Programme as the secretariat responsible for supporting implementation and coordination of the Convention.
