dc.description	This toolkit provides structured guidance for preparing a comprehensive urban mobility plan that promotes sustainable, low-carbon, and inclusive transport systems within cities, developed through collaboration among government bodies, experts, and stakeholders. It establishes a scenario-based methodological framework that replaces deterministic forecasting, enabling comparison of future development pathways and assessment of policy impacts. The scope includes data collection through surveys, analysis of travel demand, emissions estimation, and integration of land use with transport planning. It emphasises equity, safety, and environmental performance, using indicators and benchmarks to evaluate outcomes. Key findings highlight the importance of prioritising public and non-motorised transport, reducing emissions, and embedding mobility planning within broader urban development strategies.
