This report is a Terminal Evaluation of the UNEP project: Assessing key environmental issues and providing focused outlooks to strengthen science-based policy and decision making (SMA ID 45773 & 180471)”, implemented between 2019 and 2025.The project's overall goal was to strengthen the science–policy interface by producing and disseminating high-quality, open-access environmental assessments, early warning information and related knowledge products to support evidence-based decision-making. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine the sustainability of its results. The evaluation has two primary purposes: accountability and learning. Data collection methods included: in-depth interviews, online survey, and document reviews. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways. With an overall performance rating of Moderately Satisfactory, the 4th point on a six-point scale, the main findings include that : i) the project is highly relevant, but overall performance is constrained by structural design limitations, fragmented implementation, and weak portfolio-level coherence, ii) Effectiveness is uneven. While there is an evidence of uptake of the project outputs, particularly in global policy processes, scientific communities and international organizations, outcome-level results are only partially demonstrated, iii) The sustainability of the project is uneven and depends on the degree of institutionalisation of individual outputs, while the sustainability beyond individual outputs at portfolio level remains limited. The main recommendations to UNEP are to strengthen coordination, strategic positioning and internal learning across UNEP’s assessment function; develop a more structured and predictable approaches to resourcing; enhance structured stakeholder engagement and co-production models across the assessment lifecycle; strengthen monitoring systems to better capture update, use, and results of UNEP assessments.
