dc.descriptionThis report is a Terminal Evaluation of the UNEP project: “416.3 (Interim) Secretariat Services to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea and SMA ID 3A82/PIMS 00270, implemented between 2015 and 2023. The project's overall objective was to provide the services ad interim of the Secretariat of the Framework Convention for the Protection of the Marine Environment of the Caspian Sea. It was managed by the UNEP’s Regional office of Europe (ROE) in Geneva. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine the sustainability of its results. With an overall performance rating of Moderately Satisfactory, the 4th point on a six-point scale, the main findings include: i) The participation of the Interim secretary was necessary in order to facilitate a conversation between the five littoral states of the Caspian Sea. Despite political difficulties due to differing national interests and geopolitical tensions, progress was made through perseverance and effective management. ii) The project has demonstrated strong performance in the areas of Strategic Relevance and Financial Management with a Satisfactory performance; subsequently Quality of Project Design, Effectiveness, Monitoring and Reporting with a Moderately Satisfactory and Sustainability with a Moderately Likely. iii) Areas that would have benefited from further attention are Efficiency, and Factors affecting performance and cross-cutting issues. These categories displayed a Moderately Unsatisfactory performance. The project must pay attention to mitigating external risks. It was evident that criterion “Nature of External Context” received the lowest rating, Unfavourable. The main recommendations to UNEP are: A Specific Plan should be developed in order to reach a consensus of the location and structure of the Permanent Secretariat in the region. Moreover, Financial Plan should be developed to obtain private financing. Implementing parties are advised to encourage Protocols’ ratification/ implementation/ adoption by the signatory countries; and include in project development Human Rights and Gender Dimensions. Also, feedback channels should be established in order to meet the differentiated needs of gendered or marginalized groups.
