Trade in Environmentally Sound Technologies in the East African Region

This document examines trade in environmentally sound technologies within the East African Community. It reviews intra-regional trade patterns for eight products in biomass, solar, wind, and small hydro, and surveys regional and multilateral services commitments relevant to deployment, including engineering and maintenance. Using the GSIM partial equilibrium model, it simulates welfare and output effects of removing tariffs and non-tariff barriers under three liberalization scenarios, highlighting larger gains from reducing non-tariff barriers given generally low tariffs and limited intra-EAC trade. A Kenya solar PV case study, based on interviews, details current import processes, clearance delays, financing, awareness, logistics, and skills constraints.
