This report is a terminal evaluation of a UNEP project implemented between 2010 and 2014. The overall objective of GEMS to date was to support global, regional, and national environmental assessment and reporting processes on the state and trends of water resources by providing access to quality-assured data and information on water quality in freshwater ecosystems worldwide. The Terminal Evaluation of the Project was undertaken to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability.
