dc.descriptionThe legal basis for this assessment process is Article 6 of the Montreal Protocol, which states that “Beginning in 1990, and at least every four years thereafter, the Parties shall assess the control measures provided for in Article 2 and Article 2A to 2I on the basis of available scientific, environmental, technical and economic information”. To undertake these regular assessments, the Parties established three international panels of experts and/or scientists from industries, research academies, governments and non-governmental organisations: The Scientific Assessment Panel, the Environmental Effects Assessment Panel, and the Technology and Economic Assessment Panel. In the dynamic history of the Montreal Protocol, four Amendments and five Adjustments have been agreed to ensure that the Protocol continues to reflect the improved scientific and technical understanding. Anyone interested in knowing the evolving schedules of the Montreal Protocol National (e.g. Ozone Units, government policy makers, industry decision-makers, technical managers) will find this paper a useful reference. This information paper will show the date and meeting when each Amendment and/or Adjustment was agreed, and the date when each Amendment and/or Adjustment came into force. Furthermore, it will provide users with an evolution table for each group of the controlled substances that are indicated in the Annexes of the Montreal Protocol. Adjustments are changes to the Protocol with regard to the phase-out timetable for existing controlled substances. Such changes enter into force automatically and all Parties are bound by them. Amendments are other more significant changes to the Protocol, such as adding new substances to the list of controlled substances, or new obligations. Parties are not bound by these changes to the Protocol unless and until they ratify the Amendment. Amendments have to be ratified in the chronological they were agreed.
