This eleventh issue of UNEP’s quarterly report to the 154th Committee of Permanent Representatives (January–March 2021) outlines major developments, programme delivery, and management updates. It records the first virtual UN Environment Assembly (22–23 February), which adopted the 2022–2025 Medium-Term Strategy, the 2022–2023 work programme and budget, trust-fund management, and a joint political message entitled “Looking ahead to the resumed UN Environment Assembly in 2022.” Key actions included launching the Adaptation Gap Report 2020 (14 January), the synthesis report Making Peace with Nature (18 February), and the Global Alliance on Circular Economy and Resource Efficiency (22 February), as well as adoption of the SEEA–Ecosystem Accounting framework (March). The Basel Convention Plastic Waste Amendments also entered into force on 1 January. Operational highlights cover climate change, disaster resilience, ecosystems, governance, chemicals and waste, and resource efficiency, with COVID-19 responses such as plastic-waste management and the Global Recovery Observatory (10 March).en
