Improving African Fuel Standards for Sustained Economic Growth

This document examines Africa’s progress and challenges in improving fuel standards to promote sustainable economic growth and environmental protection. It highlights the continent’s substantial oil and gas reserves, growing population, and expanding economies, while noting the uneven implementation of fuel quality and emission standards across countries. Using comparative data, it shows wide variation in sulfur limits and regulatory enforcement, with many states still below the Afri 2 benchmark. The paper identifies weak refining capacity, inadequate policy coordination, and limited risk-benefit analyses as major barriers. It concludes by urging harmonized regional action, upgraded refineries, and alignment with Afri 4 standards to support health, investment confidence, and long-term development.
