This document presents an African civil society declaration from a Nairobi meeting (1–2 February 2003) during UNEP’s Civil Society Forum to inform the NEPAD Environment Initiative action plan. It welcomes UNEP and GEF support for Africa, commits to sustainable development and environmental governance, and identifies gaps: principles lacking specificity; inadequate CSO funding and representation; unclear CSO roles; weak integration of environment with socio-economic development; limited attention to poverty, HIV/AIDS, water, and sanitation; funding imbalances; and incomplete treatment of forestry, biodiversity, dams, partnerships, convention synergies, and CDM engagement.en
