ODS import export licensing systems resource module

The objective of this Resource Module is to assist CEITs governments in the design and establishment of import/export licensing systems and in the implementation or improvement. It is primarily written for government officers in charge of designing and implementing strategies to phase out the ODS and for their colleagues in charge of import and export controls.
