This report presents the Terminal Evaluation of the UNEP/GEF project “Closing the Gaps in Great Green Wall: Linking Sectors and Stakeholders for Increased Synergy and Scaling-up” (GEF ID 5811 / UNEP SMA ID 30071), implemented by UNEP and executed by the International Union for Conservation of Nature (IUCN) during 2016–2024. The project aimed to strengthen enabling conditions for the implementation of Sustainable Land Management policies in the Sahel / Great Green Wall countries through enhanced investment, intersectoral coordination and engagement of marginalised groups. The evaluation assessed performance against UNEP/GEF criteria using document review, interviews, written exchanges, remote consultations, and field missions in Burkina Faso and Senegal. The overall project performance rating is Moderately Unsatisfactory. The project was strategically relevant and substantially delivered enabling outputs, particularly on civil society engagement, learning and dialogue. Key limitations concerned delays, uneven country ownership, incomplete financial and co-financing verification, weak evidence of sustained institutional use, and limited evidence that investment dialogue translated into concrete financing outcomes. The evaluation recommends completing the final evidence and financial closure package, strengthening country-level uptake and sustainability planning in future GGW enabling projects, and improving human rights, gender equality and inclusion results monitoring. Source(s) of Funding by Country: GEF Trust Fund grant and planned co-financing from participating governments and partners in the 11 GGW countries. Final realised co-financing by country should be confirmed through financial closure documentation.
