The document outlines principles grounded in international law and human rights, identifies contemporary global challenges, and details means of implementation, including finance, technology transfer, capacity building, and trade. It establishes a revitalised global partnership and a multi-level follow-up and review framework supported by indicators and strengthened national statistical systems to monitor progress.
