dc.descriptionThis report is a Terminal Review of the UNEP project: “Effective Implementation of the Access and Benefit Sharing and Traditional Knowledge Regime in Peru in accordance with the Nagoya Protocol”, implemented between 2017 and 2025.The project's overall goal was to Strengthen national capacities for effective implementation of Peru’s Access and Benefit-Sharing (ABS) and traditional knowledge regimes in accordance with the Nagoya Protocol. The review sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine the sustainability of its results. The review has two primary purposes: accountability and learning. Data collection methods included: field observations, in-depth interviews, Focus Group Discussions and document reviews. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways. With an overall performance rating of Satisfactory, the 5th point on a six-point scale, the main findings include: i) Strong performance, ii) Achievement or overachievement of all planned outcomes, iii) Strong country ownership and iv) Room for improvement in institutional sustainability and efficiency. The main recommendations to MINAM are: 1. Institutionalise the ABS Mechanism, 2. Institutionalise knowledge products and strengthen continuous and strategic dissemination of the ABS system and 3. Develop a National ABS Roadmap.
