It outlines the context of rich biodiversity, growing coastal populations, and expanding oil and gas activities, and sets a goal of preserving ecosystems and biodiversity by 2030. The document describes three components: building institutional and knowledge foundations for Marine Spatial Planning, promoting environmental and social best practices in the oil and gas sector, and strengthening community-based resource management and livelihoods, and Population-Health-Environment (PHE) interventions. It also explains institutional arrangements, regional linkages, and policy and technical recommendations.en
