This document is Canada’s written submission to the Open-ended Working Group on establishing operating principles for the Science-Policy Panel on chemicals, waste and pollution prevention. It responds to questions from the Secretariat, indicates where elements of UNEA resolution 5/8 should appear in operating principles, rules of procedure and guidelines, and provides narrative justification. The submission elaborates how credibility, relevance, legitimacy, transparency, flexibility and coordination should be operationalized, emphasizing conflict-of-interest management, inclusiveness, health sector engagement and accessible outputs. It proposes draft principles highlighting innovation, consensus, urgency, youth involvement, precautionary approaches, respectful relationships and the interconnected nature of chemicals, waste and pollution.en
