Key priorities include strengthening inter-divisional cooperation, developing sustainable funding mechanisms, advancing digital collaboration, and shifting from supply- to demand-driven approaches. The strategy is underpinned by ten principles for data action and operationalized through three mechanisms—Adaptive Scenario Making, Demand-Driven Management, and Decentralized Autonomous Organization—supported by visioning scenarios and adaptive pathways.en
