Validated Terminal Review of the UNEP-GEF Project ‘Establishing the National Framework and Operational Capacity for Implementing the Nagoya Protocol in Timor-Leste’ (GEF ID 9703) 2018 – 2024

This report is a management-led Terminal Review of a UNEP/GEF project implemented between 2019 and 2024. The project's overall goal was to establish the national legal framework and operational capacity for implementing the Nagoya Protocol in Timor-Leste, thereby enabling sustainable access to genetic resources and ensuring fair benefit-sharing. The review sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, the GEF and the relevant agencies of the project's participating country.
