Kingdom of Saudi Arabia written submissions on the potential options for elements towards an international legally binding instrument

This document presents Saudi Arabia’s written submission on elements for an international legally binding instrument to address plastic pollution. It prioritizes science-based, nationally determined approaches that recognize plastics’ societal roles while advancing circularity, design for recyclability, and non-toxic additives. Core proposals include design-for-circularity obligations, best-practice exchange, open communication on national action plans, investment in advanced recycling, and life-cycle assessment. Implementation emphasizes flexibility for developing countries, light reporting burdens, and coherence with BRS and Basel conventions. Means of implementation stress predictable finance from developed to developing countries, capacity building, and technology transfer. It also calls for inclusive multi-stakeholder dialogue before INC-2.
