| dc.description | The Terminal Evaluation of a UNEP/GEF programme ‘Leapfrogging Markets to High Efficiency Products (Appliances, including Lighting, and Electrical Equipment) GEF 9083’ assesses the programme’s performance in advancing energy efficiency through market transformation across eight countries and a global coordinating project. Led by UNEP with UNDP and DBSA as partners, the initiative sought to mitigate climate change by transforming the energy efficiency market through an integrated policy approach involving minimum standards (MEPS), Measurement, Verification and Enforcement (MVE), communication campaigns, financial mechanisms, and environmentally sound management). The evaluation rates the programme Moderately Satisfactory, acknowledging meaningful regulatory and institutional advances despite external shocks such as COVID 19, political instability in Myanmar and Sudan, suspension of Kazakhstan’s project, and global inflationary pressures. These challenges delayed implementation, reduced efficiency, and constrained GHG emissions outcomes. Nevertheless, countries like Chile, Tunisia, and Indonesia demonstrated consolidated regulatory readiness, enforcement capacity, and emerging systemic market momentum. Regional harmonization of MEPS and testing protocols across ASEAN, Latin America, and SADC emerged as a durable achievement, reducing compliance costs and accelerating reform. The Global Coordinating Project produced significant public goods, including model regulations, savings assessments for 156 countries, MVE manuals, and harmonization roadmaps, supporting over 40 nations. Key lessons emphasize that market transformation is gradual, regional harmonization multiplies impact, affordability constraints remain critical, and private sector engagement—though technically strong—requires deeper financial mobilization. Recommendations call for diversified financing frameworks, strengthened advocacy for harmonization, robust monitoring systems, and methodologies to quantify economic and environmental co benefits. In conclusion, the programme delivered structural advances in regulatory frameworks, institutional capacity, and regional convergence, positioning U4E as a recognized global platform for energy efficiency. Despite uneven country performance and financing gaps, the programme’s enduring legacy lies in its creation of global public goods and systemic foundations for long term market transformation. | |
